As the debate over the merits of private sector health care solutions versus government control of health care continues, a panel of policy experts with support from Arnold Ventures and the Tobin Center for Economic Policy has proposed a significant set of policy solutions through the 1 Percent Steps for Health Care Reform Project. Individually, none of the policy solutions are dramatic, and many of them have been debated for years, if not decades. However, these solutions demonstrate how implementing ideas that each make small changes to the health system can, in droves, create a significant ripple effect that addresses the ever-growing dilemma of the cost of health care in states- United.

One reform that will improve the effectiveness of all proposed solutions across the healthcare ecosystem is transparency. Without this foundational principle, none of the proposals can reach their full potential – raising the question of whether the most vital healthcare reform is transparency.
